Bechtel Plant Machinery Inc., Monroeville, Pennsylvania, is being awarded a $303,080,064 cost-plus-fixed-fee contract for Naval nuclear propulsion components.  Work will be performed in Monroeville, Pennsylvania (99 percent); and Schenectady, New York (1 percent). No completion date or additional information is provided on Naval Nuclear Propulsion program contracts.  Fiscal 2016 shipbuilding and conversion (Navy); and fiscal 2017 other procurement (Navy) funding in the amount of $205,377,035 will be obligated at time of award and funds will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with the statutory authority of 10 U.S. Code 2304(c)(1) – only one responsible source and no other supplier or services will satisfy agency requirements.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-17-C-2110).

Electric Boat Corp., Groton, Connecticut, is being awarded a $34,657,157 cost-plus-fixed-fee modification to a previously awarded contract (N00024-12-C-2115) to exercise options to procure on board repair parts for Virginia-class submarines, SSNs 792 and 793.  This option exercise is to procure whole Block IV Virginia-class submarines SSN 792 and SSN 793 mechanical and electronic repair parts that will be stored on the ship while at sea.  Work will be performed in Groton, Connecticut, and is expected to be completed by June 2019 for SSN 792 and November 2019 for SSN 793.  Fiscal 2014 shipbuilding and conversion (Navy) funding in the amount of $8,283,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

DLT Solutions LLC, Herndon, Virginia, is being awarded a $22,841,000 blanket purchase agreement, resulting from solicitation 1153105 that will include terms and conditions for the placement of firm-fixed-price orders to provide Red Hat software licenses in support of Navy requirements.  The agreement will include a one-year base ordering period with four one-year optional ordering periods, which if all options are exercised, brings the total estimated value to $133,404,000.  Work will be performed in Herndon, Virginia, and the ordering period of the agreement is expected to be completed by December 2017.  No funds will be obligated at the time of award, and will not expire at the end of the ordering period.  Fiscal 2017 operations and maintenance (Navy) funds will be provided on individual task orders issued against the agreement.  This is a limited source brand name action for commercially available software products of Red Hat Inc.  All General Services Administration (GSA) Federal Supply Schedule holders that provide Red Hat software products were solicited for this requirement via GSA’s eBUY portal.  Two quotes were received in response to the solicitation. Naval Supply Systems Command Fleet Logistics Center, Norfolk Contracting Department, Mechanicsburg, Pennsylvania, is the contracting activity (N00189-17-A-Q002).
Harris Corp., Clifton, New Jersey, is being awarded $20,283,451 for ceiling-price delivery order 7011 under previously awarded basic ordering agreement (N00383-14-G-062G) in support of two line items of repair for the V2/V3 Integrated Defense Electronic Countermeasures System used on F/A-18 E/F aircraft.  Work will be performed in Clifton, New Jersey, and work is expected to be completed by December 2017.  Fiscal 2017 working capital funds (Navy) in the amount of $9,938,891 will be obligated at time of award, and funds will not expire at the end of the current fiscal year.  This contract was a sole source pursuant to the authority set forth in 10 U.S.C. 2304(C)(1), and Federal Acquisition Regulation 6.302-1.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity. 

Lockheed Martin Space Systems Co., Sunnyvale, California, is being awarded $17,057,460 for cost-plus-fixed-fee modification P00019 under a previously awarded contract (N00030-15-C-0100) to exercise an option for Trident II (D5) missile deployed systems support.  Work will be performed in Sunnyvale, California, and is expected to be completed Sept. 30, 2017.  Fiscal 2017 weapons procurement (Navy) funds in the amount of $17,057,460 are being obligated on this award, none of which will expire at the end of the current fiscal year.  Strategic Systems Programs, Washington, District of Columbia, is the contracting activity.  

Lockheed Martin Space Systems Co., Sunnyvale, California, is being awarded $8,775,197 for cost-plus-incentive-fee modification P00006 under a previously awarded contract (N00030-16-C-0100) to exercise an option for Trident II (D5) missile deployed system support.  Work will be performed in  Oakridge, Tennessee (59.67 percent); Cape Canaveral, Florida (29.69 percent); Sunnyvale, California (4.52 percent); Hopkins, Minnesota (2.04 percent); Rancho Cordova, California (0.93 percent); Tampa, Florida (0.86 percent); Herndon, Virginia (0.82 percent); Meridian, Idaho (0.74 percent); San Antonio, Texas (0.71 percent); and Round Rock, Texas (0.02 percent), and work is expected to be completed Sept. 30, 2021.  Fiscal 2017 other procurement (Navy) funds in the amount of $8,775,197 are being obligated on this award, none of which will expire at the end of the current fiscal year.  Strategic Systems Programs, Washington, District of Columbia, is the contracting activity.  

Northrop Grumman Systems Corp., San Diego, California, is being awarded a $17,077,218 cost-plus-fixed-fee contract for system software and engineering services in support of the MQ-8 Fire Scout unmanned air system.  This effort includes software design and system integration, qualification testing, cyber security activities as well as engineering services.  Work will be performed in San Diego, California, and is expected to be completed in December 2017.  Fiscal 2016 and 2017 research, development, test and evaluation (Navy); fiscal 2017 aircraft procurement (Navy); and fiscal 2017 operations and maintenance (Navy) funds in the amount of $17,077,218 are being obligated at time of award, $14,456,731 of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-17-C-0033).

Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded $13,641,555 for modification P00062 to a previously awarded fixed-price-incentive-firm target contract (N00019-13-C-0023) for systems engineering and program management support associated with the production and delivery of UH-1Y and AH-1Z aircraft.  Work will be performed in Fort Worth, Texas, and is expected to be completed in December 2017.  Fiscal 2017 aircraft procurement (Navy) funds in the amount of $13,641,555 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
