Ocean Construction Services Inc.,* Virginia Beach, Virginia (N40080-17-D-0008); Edifice LLC,* Beltsville, Maryland (N40080-17-D-0009); Hascon LLC,* Columbia, Maryland  (N40080-17-D-0010); Pinnacle Construction & Development Group Inc.,* Cleveland, Ohio (N40080-17-D-0011); Reilly Construction Inc.,* Chantilly, Virginia (N40080-17-D-0012); and Tuckman-Barbee Construction Co. Inc.,* Upper Marlboro, Maryland, are each being awarded an indefinite-delivery/indefinite-quantity, multiple award construction contract for construction projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Washington Integrated Product Team (IPT) Blue area of responsibility (AOR).  The maximum dollar value including the base period and two option years for all six contracts combined is $99,000,000.  Ocean Construction Services Inc. is being awarded task order 0001 at $6,636,700 for Building 8008 repairs, alterations, and addition at Webster Field St. Inigoes, Maryland.  Work for this task order is expected to be completed by February 2018.  All work on this contract will be performed primarily within the NAVFAC Washington IPT Blue AOR to include Maryland (90 percent); and Virginia (10 percent).  The term of the contract is not to exceed 36 months, with an expected completion date of November 2019.  Fiscal 2017 supervision, inspection, and overhead; and Navy working capital funds in the amount of $6,686,700 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by military construction (Navy); operations and maintenance (Navy); and Navy working capital funds.  This contract was competitively procured via the Navy Electronic Commerce Online website with 24 proposals received.  These six contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Washington, Washington, District of Columbia, is the contracting activity.

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $60,194,970 modification to a previously awarded firm-fixed-price contract (N00024-16-C-5400) to exercise an option for fiscal 2017 U.S. Navy Rolling Airframe Missile (RAM) Block 2 guided missile round pack (GMRP) requirements.  The RAM guided missile weapon system is co-developed and co-produced under an international cooperative program between the U.S.’ and Federal Republic of Germany’s governments. RAM is a missile system designed to provide anti-ship missile defense for multiple ship platforms. This contract is to procure material, fabricate parts, assemble and test, and deliver RAM Block 2 MK 44 Mod 4 guided missile round packs.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $142,842,413.  Work will be performed in Tucson, Arizona (49.1 percent); Ottobrunn, Germany (41.2 percent); Rocket Center, West Virginia (7.5 percent); Andover, Massachusetts (1.2 percent); and Cleveland, Ohio (1 percent), and is expected to be completed by October 2018. Booz Allen Hamilton, McLean Virginia (N00189-17-R-Z011); Deloitte Consulting LLP, Arlington, Virginia (N00189-17-D-Z012); Reef Point Group LLC, Edgewater, Maryland (N00189-17-D-Z013); and Whitney, Bradley & Brown Inc., Reston, Virginia (N00189-17-D-Z014), are being awarded an estimated $45,804,991 multiple award, indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contracts that will include terms and conditions for the placement of both cost-plus-fixed-fee and firm-fixed-price task orders for performance and process improvement support services in support of the Bureau of Medicine and Surgery of Falls Church, Virginia, for the Military Health System at its headquarters, medical treatment facilities, the Defense Health Agency, and the health systems for the Army, Navy, and Air Force.  Each contract will run concurrently and includes a 60-month ordering period.  Work will be performed in Falls Church, Virginia (25.5 percent); Portsmouth, Virginia (13 percent); San Diego, California (11 percent); Bremerton, Washington (4 percent); Camp Lejeune, North Carolina (4 percent); Jacksonville, Florida (4 percent); Pensacola, Florida (4 percent); Camp Pendleton, California (4 percent); Twenty-nine Palms, California (4 percent); Lemoore, California (4 percent); Japan (4.5 percent); Guam (4.5 percent); Europe (2.5 percent); and 10 percent in contractor facilities in response to awarded task orders which cannot be reasonably estimated at the time of contract award.  The ordering period of the contract is expected to be completed by January 2022.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $100,000 will be obligated ($25,000 on each of the four contracts to fund the contracts' minimum amounts); and funds in the amount of $100,000 will expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website, with eight offers received.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office, Pennsylvania, is the contracting activity.

Cyber and information technology training includes basic level courses, intermediate level courses, opportunity level courses, opportunity areas from Pipeline 2.2, and other software applications. Training will provide commercially available technical courses required to meet operational standards at national level organizations providing support to cyber security missions.  This is one of four multiple-award contracts; all awardees will have the opportunity to compete for task orders during the ordering period.  This three-year contract includes two one-year options which, if exercised, would bring the potential value of this contract to $31,110,172.  Work will be performed in Washington, District of Columbia (25 percent); Fort Bragg, North Carolina (25 percent); Tampa, Florida (25 percent); and Scott Air Force Base, Illinois (25 percent).  Work is expected to be completed Dec. 9, 2019.  No contract funds will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  Operations and maintenance (Navy) funding will be obligated via task orders as they are issued.
