Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $93,862,479 modification to a previously awarded firm-fixed-price contract (N00019-13-C-0008) for procurement of diminishing manufacturing sources electronic components.  The modification will support aircraft production through Lot 14 for U.S. facilities, and Lot 15 for international facilities for the F-35 Lightning II aircraft.  Work will be performed in Richardson, Texas (98 percent); and  Fort Worth, Texas (2 percent), and is expected to be completed in June 2017.  Fiscal 2014 aircraft procurement (Air Force, Navy); fiscal 2015 aircraft procurement (Marine Corps); foreign military sales; and international partner funds in the amount of $66,720,487 are being obligated at time of award, $34,353,278 of which will expire at the end of the current fiscal year.  This contract combines purchases for the Air Force ($30,048,367; 45.04 percent); Navy ($5,739,879; 13.61 percent); Marine Corps ($12,777,583; 6.12 percent); foreign military sales customers ($15,460,736; 16.47 percent); and the international partners ($29,835,914; 31.79 percent) under the Foreign Military Sales program.   The Naval Air Systems Command, Patuxent River, Maryland, is the contracting authority. 

URS Federal Services Inc., Germantown, Maryland, is being awarded a $24,663,433 modification to a previously awarded cost-plus-fixed-fee contract (N65236-12-D-4806) for a ceiling increase and period of performance extension of nine months to provide continued services for test and evaluation, engineering, technical, logistics and management support services for the Submarine Command, Control, Communications, Computers, Collaboration and Intelligence (C5I) enterprise “System of Systems” and subsystems; and Submarine Operation Authority, Submarine Shore Nuclear Command, Control and Communication systems. Services will support testing, certification, modernization, repair, refurbishment, overhaul, and logistics support of submarine combat, electronic systems and support systems for all classes of submarines.  As a result of this modification, the cumulative ceiling value of this contract will be $129,446,079.  Work will be performed in Virginia (59 percent); Connecticut (28 percent); California (8 percent); South Carolina (3 percent); and Hawaii (2 percent), and is expected to continue via award of the follow-on task orders in April 2017.  No funds are being obligated on this modification.  Funds will be obligated on task orders as they are issued.  This contract was previously procured on a competitive basis via the Commerce Business Daily’s Federal Business Opportunities website, and the Space and Naval Warfare Systems Center e-Commerce Central website, with one offer received.  Space and Naval Warfare Systems Center Atlantic, Charleston, South Carolina, is the contracting activity (N65236-12-D-4806).

Praxis Inc., Alexandria, Virginia, is being awarded a $17,379,222 cost-plus-fixed-fee term task order under previously awarded contract N00173-16-F-6402 for research and exploratory development in signal generation techniques across the radio frequency spectrum employing high levels of power.  These signal generation techniques will be employed for atmospheric research and spacecraft and/or aircraft calibration.  The total cumulative value of this action is $88,184,513 if all options are exercised.  Work will be performed in Washington, District of Columbia, and is expected to be completed July 5, 2017.  If options are exercised, work will continue through July 5, 2021.   Fiscal 2016 research, development, test and evaluation (Navy) funds in the amount of $50,000 will be obligated at the time of award and will expire at end of current fiscal year.  This task order was competed under a request for proposal N00173-16-R-WR01 using Pool 4 of the General Services Administration One Acquisition Solution for Integrated Services (OASIS)-Small Business, multiple award, indefinite-delivery/indefinite-quantity contract, with 40 vendors receiving the solicitation, with one offer received.   The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity.


Bowhead Manufacturing Technologies LLC, Plano, Texas, is being awarded $9,670,232 for firm-fixed-price delivery order 0005 against a previously issued basic ordering agreement (N68335-15-G-0021).  This order procures four each Aviation Data Management and Control System (ADMACS) Block II, Phase 1 ship sets for the CVN-76, CVN-68, CVN-73 and CVN-79; as well as additional ADMACS system components in support of the Aircraft Launch and Recovery Equipment ADMACS program.  Work will be performed in Plano, Texas, and is expected to be completed in December 2017.  Fiscal 2014 and 2016 ship conversion (Navy); and 2016 other procurement (Navy) and in the amount of $9,670,232 are being obligated on this award, $10,119 of which will expire at the end of the current fiscal year.  The Naval Air Systems Command Aircraft Division, Lakehurst, New Jersey, is the contracting activity.
