Falconwood Inc., Arlington, Virginia, is being awarded a $72,967,311 cost-plus-fixed-fee contract for program management office support for the Program Executive Office Enterprise Information Systems’ (PEO EIS) Navy Enterprise Networks (NEN) office.  The single contract award was based on the Falconwood programmatic, technical and engineering support services proposal.  Services being acquired are programmatic, technical, engineering and integrated logistics services for naval enterprise in support of PEO EIS and the NEN program office.  Work will be performed in Washington, District of Columbia, and is expected to be completed by June 2018.  Fiscal 2016 operations and maintenance (Navy) funding in the amount of $16,861,794 will expire at the end of the current fiscal year.  This contract was not competitively procured and is issued on a sole-source basis in accordance with 10 U.S. Code 2304(c)(1).  The Space and Naval Warfare System Command, San Diego, California, is the contracting activity (N00039-16-C-0065).

BAE Systems San Diego Ship Repair, is being awarded a $45,823,629 firm-fixed-price, indefinite-delivery/indefinite-quantity requirements contract for performance-based contractor logistics support for two UC-35C and 10 UC-35D aircraft in support of the Marine Corps.  Work will be performed in Boca Raton, Florida (47.1 percent); San Antonio, Texas (14 percent); Wichita, Kansas (10.6 percent); Okinawa, Japan (7.3 percent); New Orleans, Louisiana (4.8 percent); Andrews Air Force Base, Maryland (4.8 percent); Cherry Point, North Carolina (4 percent); Miramar, California (3.9 percent); Bridgeport, West Virginia (2.8 percent); Grapevine, Texas (0.6 percent); and Doha, Qatar (0.1 percent), and is expected to be completed in June 2019.  Funds will not be obligated at time of award; funds will be obligated on individual task orders as they are issued.  This contract was competitively procured as a small business set-aside via an electronic request for proposals; four offers were received.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-16-D-0050).

BAE Systems San Diego Ship Repair, San Diego, California, is being awarded a $21,234,688 cost-plus-award-fee contract for the fitting out availability and the post shakedown availability of Amphibious Landing Platform Dock USS John P. Murtha (LPD 26).  Specific efforts include program management, planning, engineering, design, liaison, scheduling, labor and procurement of incidental material in support of the availabilities. This contract includes options which, if exercised, would bring the cumulative value of this contract to $61,107,878.  Work will be performed in San Diego, California, and is expected to be completed by September 2017.  Fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $5,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with three proposals received.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-16-C-2439).

Specialty CNC,* Bloomington, Indiana (N00164-16-D-JN36); Loughmiller Machine Tool & Design,* Loogootee, Indiana (N00164-16-D-JN37); J&N Metal Products,*  Brazil, Indiana (N00164-16-D-JN38); Guardian Technology,* Crawfordsville, Indiana (N00164-16-D-JN39); and CM Engineering,* Dugger, Indiana (N00164-16-D-JN40), are each being awarded a combined aggregate not-to-exceed $20,000,000 firm-fixed-price, five-year, indefinite-delivery/indefinite-quantity contract for weapon mounts and stands.  Work will be performed at contractor’s facilities in Indiana and is expected to be completed by June 2021.  Fiscal 2016 weapons procurement (Navy) funding in the amount of 17,500 ($3,500 each contractor) will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with 14 offers received.  The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity.


Progeny Systems Corp.,* Manassas, Virginia, is being awarded a $16,660,623 cost-plus-fixed-fee, cost-only modification to a previously awarded contract (N00024-11-C-6296) to exercise options for services involving software development, procurement of commercial off-the-shelf  (COTS) products and hardware/software integration for submarine and undersea warfare weapon systems.  These services will be rendered as needed to resolve COTS obsolescence issues that impact host platform physical or electronic interfaces, thereby threatening to invalidate a variety of existing technical certifications.  Work will be performed in Manassas, Virginia (60 percent); San Diego, California (25 percent); and Middletown, Rhode Island (15 percent), and is expected to be completed by July 2017.  Fiscal 2016 research, development, test and evaluation funds in the amount of $550,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington Navy Yard, District of Columbia, is the contracting activity.
