Northrop Grumman Systems Corp., San Diego, California, is being awarded $62,406,998 for modification P00003 to a previously awarded cost-plus-fixed-fee contract (N00019-15-C-0007) to exercise an option for operation and maintenance services in support of the Broad Area Maritime Surveillance-Demonstrator (BAMS-D) program.  In addition, this option provides for logistics support, organization, intermediate, and depot level maintenance, and field services representatives to ensure the BAMS-D aircraft are mission-capable for intelligence, surveillance, and reconnaissance missions.  Work will be performed in Patuxent River, Maryland (70 percent); Rancho Bernardo, California (5 percent); and various forward operating locations (25 percent), is expected to be completed in June 2017.  Fiscal 2016 operations and maintenance (Navy) overseas contingency operations funding in the amount of $62,406,998 will be obligated at time of award; all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

EXPAL USA Inc., Marshall, Texas (N00174-16-D-0010); and Island Pyrochemical Industries Corp., Mineola, New York (N00174-16-D-0011), are being awarded firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award contracts for the manufacture, test, acceptance, and shipment of sheetstock propellant. The total value of all task orders issued for both contracts, when combined, shall not exceed $39,809,909. Work will be performed outside the U.S. in both Europe and Africa, and will be determined by individual task order.  Fiscal 2016 procurement of ammunitions (Army) funding for first articles in the amounts of $156,461 (N00174-16-D-0010); and $135,649 (N00174-16-D-0011) is being obligated at the time of award and will expire at the end of the current fiscal year.  The contracts were competitively procured via the Federal Business Opportunities website, with two offers received.  The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, is the contracting activity.

Cromwell Architects Engineers Inc., Little Rock, Arkansas, is being awarded a maximum amount $25,000,000 indefinite-delivery/indefinite-quantity, architect-engineering contract for architectural and engineering services for Navy Exchange Retail and other Navy Exchange Service Command facilities in the Naval Facilities Engineering Command (NAVFAC) area of responsibility (AOR) worldwide.  The work to be performed provides for architectural and engineering services for Navy lodge facilities (lodges, hotels, motels) and Navy exchange facilities such as:  retail stores, convenience stores, uniform centers, beauty and barber shops, optical shops, auto service centers, flower shops, laundry/dry cleaning/tailor shops, coin operated laundries, automated auxiliary retail outlets, snack bars and food courts.  No task orders are being issued at this time.  Work will be performed in Northeast (53 percent); Southwest (15 percent); Southeast (12 percent); Midwest (8 percent); Northwest (7 percent); and other activities within the NAVFAC AOR (5 percent), and is expected to be completed by June 2021.  Non-appropriated contract funds in the amount of $5,000 are obligated on this award and will not expire at the end of the current fiscal year.  Future task orders will be primarily funded by non-appropriated funds (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity (N62470-16-D-6009).

GSE Dynamics Inc., Hauppauge, New York, is being awarded a $14,761,578 hybrid firm-fixed-price supplies/cost-plus-fixed-fee services, indefinite-delivery/indefinite-quantity contract for the procurement of fairing assemblies and engineering and technical support services.  The fairing assemblies and the associated services are for the repair, refurbishment, rebuilding, modification, manufacturing, and assembling of fiberglass composite structures and assemblies. This contract will provide the technical management support services, materials, tools, equipment, testing and facilities to accomplish scheduled alterations. Also, it will accomplish emergent troubleshooting, repair, and maintenance of fiberglass composite mast fairings and assemblies.  Work will be performed in Hauppauge, New York, and is expected to be completed by May 2019.  Fiscal 2015 other procurement (Navy) funding in the amount of $229,655 will be obligated at time of award, and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with one offer received.  The Naval Surface Warfare Center Philadelphia Division, Ship System Engineering Station, Philadelphia, Pennsylvania, is the contracting activity (N64498-16-D-0003).


Ridgewood Technology Partners LLC, Reston, Virginia, is being awarded a $7,959,065 cost-plus-fixed-fee contract (N00039-16-C-0073) for program management office support for the Program Executive Office Enterprise Information Systems’ Navy Enterprise Networks (NEN) program office.  The single contract award was based on the Ridgewood Business and Market Intelligence Planning Tool and COMPASS Analytical Engine engineering support proposal.  Services being acquired are program management, engineering, testing, implementation, integration, training, and help desk support services in support of the NEN program office.  Work will be performed in Washington, District of Columbia, and is expected to be completed by June 2018.  Fiscal 2016 operations and maintenance (Navy) funding in the amount of $3,945,904 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was not competitively procured and is issued on a sole-source basis in accordance with 10 U.S. Code 2304(c)(1).  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.
